What is a MID certified energy meter and when does it apply to a construction site?

The Measuring Instruments Directive (MID) is EU Directive 2014/32/EU, recast and in force since 20 April 2016. Active electricity meters fall under Annex V (MI-003). For an instrument to be MID compliant it must be type-approved by a notified body, sealed, and marked with the CE M stamp plus the year and the notified-body number, meeting at least one accuracy class in EN 50470-3.

MID applies the moment one party invoices another for measured electricity. That covers three live site scenarios: a main contractor passing site power through to a subcontractor, a rental operator billing the client who hired a tower crane or generator, or an events promoter cross-charging vendors and performers. If the contractor swallows the whole bill, MID does not apply. The instant any cost is allocated by metered consumption, it does.

How does a utility revenue meter differ from a contractor sub-meter?

Procurement teams routinely confuse the two. The utility revenue meter is owned and read by the distribution network operator, measures the total energy crossing the grid-to-site boundary, and is final for the supplier-customer contract. Its reading does not arrive disaggregated, so a contractor cannot use it to slice cost across subcontractors.

The contractor sub-meter sits downstream. Same MID requirement, different responsibility. Under MID transpositions (Mittauslaitelaki 707/2011 in Finland, the Mess- und Eichgesetz in Germany, the Metrologiewet in the Netherlands), the liable party is whoever uses the reading for invoicing, not whoever owns the hardware. Responsibility follows the invoice, not the ownership of the instrument.

Measurement uncertainty is a common source of disputes on temporary-site pass-through invoicing. Class B metering effectively eliminates this category, because a Class B reading carries a ±1 per cent envelope.

MID accuracy classes: A, B, or C for construction?

EN 50470-1 and EN 50470-3 define three accuracy classes for static active-energy meters, corresponding to classes 2, 1 and 0.5 in IEC 62053-21.

Rule of thumb: if annual consumption exceeds 50 MWh or you have more than two paying parties downstream, specify Class B. The premium over Class A varies by vendor; one disputed invoice round dwarfs it.

MID-certified meters are generally built for static installation. The portable energy loggers, like the Elcomponent SPC Pro 2, are built for energy audits and surveys, not billing. They are not MID certified, and the same applies to Spine’s standard measurement: accurate, but not valid as the basis for an invoice until the MID module is added.

The blocker is the seal. A billing meter must stay sealed, and a broken seal voids the reading for invoicing until the meter is resealed. How does MID metering feed CSRD reporting?

The Corporate Sustainability Reporting Directive (EU) 2022/2464 brings large European companies into audited sustainability disclosure. The Omnibus I amendment (February 2026) cut roughly 80 per cent of companies from its scope, but for the large construction firms still covered, site electricity and fuel are audit-grade line items. Grid electricity on a temporary site is Scope 2. Diesel generator fuel is Scope 1 for the party with operational control of the site, which in practice is the contractor running it; from the property developer’s viewpoint the same fuel sits in Scope 3.

CSRD does not require a MID meter. It requires a verifiable primary source for energy data, and a measured, time-stamped consumption series qualifies. MID approval becomes relevant only when the same reading is also used as the basis for billing. Spine sends its measured data to the cloud over built-in 4G; integration interfaces into reporting systems are agreed case by case. What does deployment actually look like?

The Spine cabinet is positioned at the site distribution board or the generator output. A qualified electrician completes the wiring; the time required depends on the board configuration. Sealing of the MID add-on is handled according to the equipment supplier’s instructions before the first commercial reading. When the site closes, the unit is unplugged and moved on. A permanent ABB or Schneider install, by contrast, carries its own cabling and commissioning labour and stays behind when the site is dismantled.

DACH, Benelux, UK: same directive, different enforcement

MID is harmonised at EU level, but enforcement varies. Germany applies the Mess- und Eichgesetz under the Landeseichämter. The Netherlands enforces under the Metrologiewet, and Belgium routes through FOD Economie. The UK applies the Measuring Instruments Regulations 2016 under the Office for Product Safety and Standards. Finland transposes via Mittauslaitelaki 707/2011, with Tukes handling market surveillance. Because MID type approval is harmonised at EU level, a meter type-approved by a notified body in one member state is valid in the other EU and EEA states.

What Spine’s MID metering does not cover

Spine does not replace the utility revenue meter. The network operator’s instrument stays in place. Decision shortcut: when to specify a portable MID meter

Use a portable MID meter when the answer is yes to two or more of: the project is shorter than 24 months; two or more parties pay for measured electricity; the distribution board moves during the project; both grid power and diesel-generator power need CSRD-grade disaggregation; or the customer wants one hardware platform for billing, load visibility, and reporting. Use permanent DIN-rail MID metering when the building is finished, the load is stable, and the meter sits in place for the working life of the asset.

Is a MID meter mandatory on every construction site?
